Los Santos Police Department
Department Affairs | Reintroducting Force Matrix

Due to the recent change in the Faction Rules and the number of officers improperly enforcing the Force Matrix, I have decided to elaborate much further on the Force Matrix rules and force them within the department. Starting as of today, any new recruit or current member is set to follow the Force Matrix accordingly. Any sorts of misuse of Force will lead to an instant removal and/or suspension.

First off, we are NOT a gang. In other words, shoot first, questions later is NOT acceptable anymore. ALL officers are to follow the Force Matrix levels accordingly depending on the situation occurring. With that being said, listed below will be all the Force Matrix levels, Examples/Situations, and the expected action.

Force Matrix One (FM1) and Force Matrix Two (FM2)
- Suspect is verbally aggressive (Insulting you, or an organization/department, or somebody).
- Suspect is taunting you (Trying to bait you into an arrest).
- Suspect is disobeying orders from a Law Enforcement Officer (LSPD/FBI).
- Suspect is making aggressive movements or preparing for physical contact (Preparing to assault (Punch) someone).

Action:

Force Matrix Three (FM3)
- Suspect has or is committing a crime (Any crime apart from Homicide, Attempted murder, Bank robbery, or Armed Robbery)
- Suspect is physically assaulting someone (Assault with fists or meele weapons).
- Suspect is involved in a physical fight (Participate in an assault - Aiding and Abetting)

Action: In the stated situations, you are ONLY allowed to use and unholster a taser, pepper spray or a nightstick to cuff & detain the suspect after a warning has been issued(Hands up - LSPD)

Force Matrix Four (FM4)
- Suspect has committed a semi-serious felony. (Armed Robbery)
- Suspect is brandishing a firearm in public (Has a gun in hands out in public).
- Suspect is aiming a firearm.
- Suspect is shooting a firearm in public (Discharging a firearm in public).
- Suspect may have vehically assaulted you (Rammed you or someone using a vehicle).
- Suspect may have seriously assaulted somebody (Violence/Assaulting someone till their almost injured (Below 30HP)).
- Suspect is Endangering the Public.

Action: In the stated situations, you CAN un-holster a weapon and aim at the suspect, however, you can NOT shoot at him unless the FM reaches 5. Suspect MUST be warned to put their hands up, if he/she failed to do so after 3 warnings, you MAY use your own judgment.

Force Matrix Five (FM5)
- Suspect has or is committing a serious crime. (Homicide/Attempt, Aiding in a homicide, Bank Robbery, Hostage Situation, Terrorism(Planted a bomb))
- Suspect is shooting at you or other civilians.
- Suspect is in a vehicle hitting you or civilians after serveral warnings.
- Suspect is fleeing (Escaping/Evading) after THREE pull-over/stop warnings were issued.
- Suspect is or aiding in ROBBING the bank.
- Suspect has a hostage.

Action:
At this point, you CAN open fire at the suspect, however, it is best to avoid such situations unless necessary.
If a suspect is attempting to escape in a vehicle, you may ONLY shoot out their tires to prevent them from doing so.
